The impulse lines going to the building are 1.5" (or maybe 2") so there must be a fair amount of water flow when there should be none.

A series of filter effluent flow meters at a large Water Treatment Plant were showing sings of "plugging" of the pressure taps, specifically in the "low pressure" taps. This quick video shows the difference between a partially plugged tap and a clear tap.

The Left impulse line has a slow trickle of water with the ball valve wide open. The other impulse line has a strong jet of water in comparison.

Note the change in flow from the low pressure bleed valve after it is opened. This is clear signs of a partial blockage in the impulse lines, usually occuring at the pressure ports at the venturi meter.

This Rosemount 3051CD1 transmitter is currently ranged 0-15.0" Water Column = 0 - 1.00 MGD with the LCD showing flow rate in MGD. The CD1 model has an upper range limit (URL) of 25" H2O.
