To have an opening in front, that means you have to cut through the center front of the skirt. Just add 1" sewing allowance to sew them together, and stop at where you want your slit to start from.

To measure your back half length, tie a rope round the smallest part of the upper body, usually between 2-3" below the underbust - make sure the rope isn't slanted to the front or to the back. Then measure from the nape of neck to where the rope is at the back. For the front waist length also measure from the nape of neck to the rope in front.
