In this episode, Jeffrey Mason and Carl Peterson talk about their paper "The Honduran ZEDE Law, from Ideation to Action" published in the Journal of Special Jurisdictions, Issue II, Volume I. Here we discuss Honduras' struggle to attract investment for sustained economic growth. We explain how the Honduran government addressed this issue by passing the special economic zone (SEZ) law in 2012, creating Zones for Employment and Economic Development (ZEDEs). We explore the ZEDEs' legal and regulatory autonomy aimed at improving governance and economic competitiveness, the political and legislative history of the ZEDE law, objections and responses to the law, and case studies of the first two ZEDEs.
