Under normal circumstance I would totally agree with you. It is respectful to not constantly be on your phone in public but this clip is a disclaimer in within a video from my channel where I was in Africa for a month with my family. It was just an explanation of some of the social norms and societal expectations that I found are different here in New Zealand.
