May b u made a thin layer make it thick

You can use both but using cement wont b that easy nd with putty it will b brittle

Yes absolutely.. No need of klin or baking, the ceramic dries and hardens in around 4 hours or so

To stick the glitter balls in the centre of the flowers

Vetrification glue is used here because it completely vanishes on drying. Also the shiny of glitter balls remains same with vetrification glue. In case we use some other general glue then it hampers the shine of glitter balls and make a dull coat around the balls and also doesnot vanish completely on drying.
