The Centre of Competence on Humanitarian Negotiation (CCHN) was founded in 2016 as a joint initiative of five humanitarian agencies: the International Committee of the Red Cross, Médecins Sans Frontières Switzerland, the United Nations High Commissioner for Refugees, theUnited Nations World Food Programme and the Centre for Humanitarian Dialogue.
Since its foundation in 2016, the Centre of Competence on Humanitarian Negotiation (CCHN) has been providing humanitarian professionals with a platform to learn and exchange around the topic of frontline humanitarian negotiation. It also contributes to scientific research around negotiation processes, tools and strategies and promotes collaboration across the sector.
The Centre is hosted by the International Committee of the Red Cross and is based in Geneva, Switzerland.

CCHN Facilitators' Annual Meeting 2024
Between 16-19 December 2024, a group of committed CCHN community members met in Dubai, UAE, to attend the Facilitators’ Annual Meeting: an intensive week of training, reflection and exchanges dedicated to those humanitarian professionals who volunteer their time and expertise to help colleagues develop their negotiation skills.
Participants discovered new facilitation methods, explored negotiation strategies, and even took part in a hostage negotiation simulation. Some of them attended a special “Training of Facilitators”, where they learned new skills and methods to support our advanced negotiation workshops. A visit to Dubai Humanitarian concluded the week by providing insights on humanitarian logistics data, technology and innovations.
All facilitators play an essential role in our negotiation workshops, which are based on the sharing of real-life experiences. They guide the reflection, share their own practices, and create a safe environment to discuss confidential matters. We could not deliver such insightful and practical workshops without their precious help.

International Humanitarian Law (IHL), humanitarian principles, and humanitarian negotiations play a vital role in mitigating the impact of conflicts and ensuring the protection of vulnerable populations in times of crisis. IHL, often referred to as the laws of war, sets the rules governing the conduct of armed conflict, including the treatment of prisoners, the protection of civilians, and the prohibition of indiscriminate violence. It strives to limit the suffering caused by war by enforcing principles such as distinction (between combatants and civilians), proportionality, and necessity. At the heart of humanitarian principles lie impartiality, neutrality, humanity, and independence. These principles guide humanitarian organizations and actors in their response to crises, ensuring that aid is provided based on need rather than political, religious, or military affiliation. Humanitarian work aims to alleviate human suffering, uphold human dignity, and ensure that aid reaches those most in need, regardless of the context. However, upholding these principles can be incredibly difficult in conflict zones where power dynamics, security concerns, and political agendas often complicate the delivery of aid. Humanitarian negotiations are essential in these settings. Humanitarian actors must engage in dialogue with governments, armed groups, and other stakeholders to secure safe access to affected populations and ensure the protection of humanitarian personnel. These negotiations often involve delicate balancing acts, where parties must navigate political pressures, military objectives, and the principles of neutrality. Success in such negotiations can significantly influence the effectiveness of relief efforts, the safety of aid workers, and the overall humanitarian response in a crisis. The interplay between IHL, humanitarian principles, and humanitarian negotiations underscores the complexities of working in conflict zones. It requires not only legal expertise but also cultural sensitivity, diplomacy, and a deep commitment to upholding human rights. Effective humanitarian action can only be achieved through respect for international law, adherence to ethical standards, and skillful negotiations that prioritize the well-being of affected populations above all else.

The right question to ICRC storyteller is why did they (ICRC) decide to go with option "A" to evacuate 30 foreigner workers & leave thousands of people in extremely dangerous situation especially when both all of them (theforeign workers & civilians) in the besieged zone were exposed to the same kind & same level of risk, ICRC speaker confirmed that when he said "he/ICRC team were given 2 options 1) to leave 30 foreign workers to die or 2) to leave dozens of thousands of civilians to die.
