Rocky helmet affects contact moves, not pokemon in particular. Ivy Cudgel is not a contact move, but Wood Hammer is for example

Its not necessarily that some pokemon get affected by rocky helmet and some dont, ivy cudgel is just not a contact move even though its physical. Conversely there are special moves that make physical contact like electro drift, draining kiss and grass knot off the top of my head. There may be others
