My fans are not spinning :( what do i do?

Not happy with this product whatsoever two weeks later I still can’t onboard it. They still haven’t gotten back to me and no one out there seems to know how to fix this on boarding issue. It’s amazing in this age of technology how we can’t fix this if anyone has any suggestions, I would be more than happy to listen thank you. I bought a new 3060 Ti LHR Twin Edge (not OC) and the fans are really loud on idle, I can't find a solution because the problem is the nvidia bios doesn't let you go below 30% fan speed and there is no fix. I'm thinking about changing them for some more silent fans, do you know the dimensions? I think GPU fans are smaller than case fans which are usually 120mm or 140mm.

what thermal paste can i use on it?
