Complete easy, normal, hard, and chaos mode to unlock sandbox, OR complete ultra chaos mode on its own.
And Do I have to combine With the Milky Mode as well?

Say is BE witches free or does it cost money?
Short answer: no. The versions of the game I've been playing in recent videos require a patreon subscription of (I think) $3 or more. Although, the super old 2020 demo can be played for free.
Time for more Saiko no Sutoka then.
