the game is BEFORE the first film so her being Sissy's daughter makes no sense since Sissy is in her 20's so she is a random family member that comes and go like Sissy or she might be Sissy's made up twin for the game as many want Sissy's old concept art to be used as a new character or as a sister for Sissy.

it's unknown if they have right of characters from the other films but it is clear they have the right to all Bubba/Leatherface's from the films so i am sure we will soon see more skins for him from the other films.

They do not have the rights to any remakes or sequels as of now. The company for the first movie “Vortex Inc.” owns the leatherface character outright. This means they are free to use any leatherface from any movie as long as they don’t use the branding from the other movies. If they get more movie rights later on they could do those characters.
