Vigan is my city. My wife is a senior officer in the city govt. One more good thing about Philippines is that the people and govt are WELL ORGANISED and ever ready for disasters. Every Barangay has disaster relief centre where people can go and be cared for. Then the city govts are well equipped. Police and relief workers are well trained. There are constant drills. Since my wife works in the city govt, I had good interaction with lots of city officials at every level. It is ALWAYS...SERVICE WITH A SMILE. No panic. No rioting. No looting. Just calm competence. I wish India was like that!
