More than upgrading military tech, the military needs tactical training, training, training. A well-trained soldier equipped with an old M1 Garand and flip flops is a far greater threat than a soldier with U.S. special forces equivalent weapons and equipment if they lack training. They might look cool, but pose significantly less of a threat. Training is what seperates the boys from the men.

Considering what is happening in Haiti right now I think it’s time for the DR to upgrade its armed forces. $2-$3billion a year should be spent on defense with most new assets going to the Army and Air Force. The DR should set a goal to field a standing army of no less than 80,000-100,000 troops. IMO.
