Its a virus that disrupts and controls the soldat forcefully to work for AAMR, its not a liquid, the devices itself have to be plugged there on the back of the Soldat's neck

Answer: As long they detect a soldat in that area/places they will send a unit to attack and took over the cyclops as their owns.
