You mentioned English not being widely spoken in Old Quebec. It's actually not widely spoken in the whole Quebec City area and surrounding towns and most of the province except the Montreal area. Most of my huge family does not speak English or is not completely fluent. Many businesses still do not speak English. We went there every summer as a kid.
Canadian accent? Quebecois not Canadian accent.
I've always been attracted to the French language since childhood, and studied French in high school and college. If I were ever to leave the United States to live in another country, the French part of Canada would be my first choice. As a new resident, I would make the effort to really master the French language since I recall much from what I learned in school.
